Minutes of the meeting held on Wednesday 20 May 2009 at 7.41 pm in the Meeting Room, Ickleton Village Hall.

075/09 To approve the minutes of the meeting held on 15 April 2009:  The minutes were approved and signed by the Chairman.

077/09            Matters Arising:

053/06  Land Registry – Village Hall Lease – Pam Fearn reported that the Trust Deed is in the process of being finalised.                                                                               Action:  Clerk

028/07  Tennis Courts – The Parish Clerk had left a message for David Human asking if he could give us an update on our request.                                                                    Action:  Clerk

201/08   Shop Sign – Cllr Williams had sent the following in his report:

Please find attached (*) a copy of the Highway Network Management Policies and Standards.

I have located the section relating to your request and the policy states unless both of the conditions are met Cambridgeshire County Council are unable to permit the erection of a sign on the public highway.

Signing to business and retail premises

 24.5.1            Direction signing to business, retail or other private premises will only be permitted to sites:

·        that generate significant levels of traffic based on local traffic levels

·        that are located outside their postal address settlement and where motorists would have difficulty locating the site as a result

 24.5.2  Both conditions must be met to permit signing on the highway.  The cost of providing direction signing will be met in full by the business concerned.

The next step can be to sit down and discuss the possibilities with the officer. I will talk with Dilip.     (*) I am forwarding this full document to Terry.         Action:  Cllr W

The Chairman felt we should contact CCC re conditions relating to Street furniture.  There was also a possibility that Dilip Odedra could sponsor the bus shelter (which belongs to the Parish Council) but would need to submit a planning application.  The Chairman and Parish Clerk will look into this and report back to Cllr Williams.                  Action:  RD/Clerk

205/08  Interaction with Businesses within the village – Five letters had been sent to businesses inviting them to the Annual Parish Meeting and asking if they would like to receive a copy of Icene on a regular basis.

026/09  Gritting of roads by farmers – Cllr Stone had nothing further to report.  Action:CllrS

034/09  Freedom of Information Act – Terry Sadler still had this in hand.                Action:  TS

050/09  Churchyard – date for working party – Nothing further had been heard from Simon Casement (Churchwarden).  Sheila Birch requested that the area between the gravestones was trimmed before the Church Fete on 4 July.                                               Action:  Clerk

065/09  Potholes – These had been reported.  However, the potholes leading to Chrishall Grange were still there and some that had been filled in had reopened.  The state of Frogge Street still caused concern.                                                                               Action:  Clerk

082/09            Reports from Councillors:

Peter Wombwell reported that the Formula 1 testing started today at the Imperial War Museum, Duxford and he had (on a personal level) filed a complaint about the noise.  Lewis Duke had driven to Duxford and agreed the noise was quite loud.  It had been mentioned on the News this evening that they would be testing again next Wednesday.  It was felt this could lead to possible trespassing and traffic problem in the future at Grange Road, Duxford.  It was agreed we need to monitor/notify the police about our concerns.                      Action:  Clerk

Terry Sadler reported some concerns he had regarding correspondence he had received relating to the Parish Highways Warden Scheme. It had also been suggested that ten Parish Councils should get together to provide/supervise one man relating to maintenance issues.  It was agreed that Terry would pursue and report on this idea especially the budgetary terms that would be involved.                                                                                                Action:  TS

He asked if a reminder (on behalf of the Wetlands Management Committee) could be put in Icene about dogs.  Dog Fouling – is still causing concern in various areas and the Wetlands Management Committee would appreciate it if dogs are kept on leads when walking through the grounds and are also kept out of the lakes where wildlife are nesting/swimming.

083/09            Finance (Bank Balances) including payments to:

SCDC Cemetery Rates - £50.00                                    Harts (Stationery) - £14.93 

Allianz Insurance - £1,705.26.  The Parish Clerk had obtained 2 other quotations this year.  It was agreed that the Financial Working Party would meet on Friday 22 May at 4pm to discuss the quotations. As renewal of the policy is due by 1st June 2009, it was agreed to abide by the decision made at the meeting.                                                                 Action:  Clerk

Adoption of Year-end Accounts 31/03/09 – It was unanimously agreed to adopt the year-end accounts.  The Clerk will now submit these to the External Auditors.                   Action:  Clerk

Resolution – Annual Parish Meeting expenditure – A resolution to allow the Chairman/Vice Chairman expenses of up to £150 on entertaining parishioners at the Annual Parish Meeting was proposed and agreed by all.  The Clerk will obtain the glasses from Jackie Casement.                                                                                                    Action:  Clerk

 

084/09            Recreation Field and Play Area – We are currently awaiting the annual report from RoSPA.

 

085/09            Cemetery  -

·         Chapel – Condition to be kept under Review      +Rabbits – these were ongoing

·         Trees in Cemetery – this item still outstanding with Peter Wombwell.

·         Burial plot – Old Cemetery – Malcolm Evans – A letter had been received from David Skeates.  Malcolm Evans had said he would pay for the removal of the tree and roots.  The Chairman and Clerk will visit the cemetery and report back.

086/09   Wellcome Trust – Liaison Meeting 20 March 2009 – this item was included in error.

 

087/09 Police Surgery – Monday 27 July 2009 – The Parish Clerk has been liaising with the Police to hold a surgery in the village to give everyone the opportunity to come along and chat with the police.   It was thought holding it on a Monday, would give the children at Froglets the opportunity to enjoy the Police car.  We hope residents will take the opportunity to speak to the police.  Notice will be put in Icene.                                    Action:  Clerk

 

088/09            Flooding – The Chairman had been speaking with Mr & Mrs Bristow and recommended that a letter be sent to them thanking them for their diligence in monitoring the waste soils which are being deposited on the land adjacent to M11 Stumps Cross.

The Clerk had received correspondence from Phil Hunt, Uttlesford District Council, Environment Agency (Ipswich) informing us that the issue had been raised through their internal Incident Communication Service, who considers if enforcement action is required. We had also had a long e-mail from Tony Sullivan, Enforcement Officer, Minerals & Waste Planning, Essex County Council explaining the situation – Background, ECC Involvement and the Current Situation.  Copies of which will be sent to John and Margaret Bristow.  After discussion it was agreed to notify the following:

Cemetery rates

My apologies for the delay in getting back to you on this one, but it has proved quite an interesting issue and has had my staff studying the Regulations.

 

As I said in my earlier e-mail, Parish councils are prevented from receiving ordinary discretionary rate relief because they are precepting authorities, and my initial view was that this extended to rural rate relief too.  However, from my staff's interpretation of the Regulations is does not appear that they are precluded from awards of discretionary rural rate relief.  The Head of Revenues has circulated an e-mail around the revenues forum to seek a second option on our interpretation, as the Regulations are somewhat complex.  Replies so far have not been particularly helpful!

 

Assuming that an award of discretionary rural rate relief can be made there are two statutory considerations:

 

a) Is the property of benefit to the local community?

b) Is it reasonable to make an award giving consideration to the interests of council taxpayer?

 

I will be in contact with you again as soon as I can get clarity on the regulatory             position.

 

In the meantime we will also contact the District Valuer to try and establish whether there is likely to be any change to the assessments.

Planning

 

Councillors may be interested in the following:

 

Hexcel

 

The revisiting of the Hexcel application took place at South Cambs Planning Committee on 6th May, and it was approved. The Health and Safety Executive, having reviewed the Duxford resident’s paper on the subject, advised again that they had no reason not to approve the project on safety grounds. The speeches against followed similar lines to the January 2008 meeting. You may have seen accounts in the newspapers.

 

The Section 106 agreement will mostly follow the indications already proposed by Duxford PC and myself, with the modifications proposed by County Highways - i.e.

 

3 flashing speed-warning signs at village entrances on Hunts Road, Ickleton Road and Moorfield Road (£35K).

2 flashing 20 mph signs on the Hunts Road at school crossing times (£25K).

Plus - as before: kick-start contribution for cycle path Duxford-Ickleton (£35K)

 

Concerning the study of the Hunts Road/Ickleton Road/St Peters Street junction (£15K):

Duxford PC originally wanted this, but County was unwilling to agree to any funds for what the study might come up with, and Duxford PC therefore thought it would be waste of money. The meeting agreed. The money will probably be added to the cycle path kick-start.

                                         

 

 

Appendix II – there is no report from County Councillor Timothy Stone this month as the whole enterprise is in election mode.  Frogge Street remains a preoccupation.
